Announcement of new National Building Product Regulator

Following recent testimony heard during Module 2 of the Grenfell Tower Public Inquiry, the Housing Secretary, Robert Jenrick has announced that a national building product regulator has been established to ensure homes are to be built using safe materials.


Module 2 of the Grenfell Tower Inquiry is currently ongoing and aims to address issues surrounding ‘Cladding Products – Testing/Certification, Product Marketing/Promotion’. Evidence heard during the module has shown a culture of dishonest practice by some of the manufacturers which made and supplied the products used on Grenfell Tower and also many other buildings throughout the United Kingdom.


The regulator will operate within the Office for Product Safety and Standards - which will be expanded and given up to £10m funding - and will work with the new Building Safety Regulator. It will have strong enforcement powers and be able to conduct its own product testing when investigating concerns. Businesses must ensure products are safe before being sold in addition to testing products against safety standards.


Announcement of new Building Safety Regulator


In response to the Hackitt Review and Phase 1 of the Grenfell Tower Inquiry, the government has announced the Building Safety Regulator will be within the Health and Safety Executive and established immediately.


This regulator will have effective oversight of the design, construction and occupation of high-risk buildings and is part of measures announced that aim to go further and faster to ensuring residents are safe in their homes.


Building owners who have not taken action to make their buildings safe and remove Aluminium Composite Material (ACM) cladding will be named from next month. They are responsible for making sure their buildings are safe and, where there is no clear plan for remediation, the government will work with local authorities to support them in enforcement options.


Government announces multi-billion-pound intervention to bring an end to unsafe cladding


The Housing Secretary has announced that the government will pay for the removal of unsafe cladding for all leaseholders in high-rise buildings, providing them with reassurance and protection from costs.


There is also a new developer levy which will apply when developers seek permission to develop certain high-rise buildings in England and a new tax introduced for the UK residential property development sector. This will ensure that the largest property developers make fair contributions to the remediation programme, which will reflect the benefit derived by restoring confidence to the UK housing market.


Five-point plan to end unsafe cladding


  1. Government will pay for removal of unsafe cladding for leaseholders in all buildings above 18m in height in England.

  2. Finance scheme to provide reassurance for leaseholders in buildings between 11-18m in height and to ensure they never pay more than £50 a month for cladding removal.

  3. Industry levy and tax to ensure developers play their part.

  4. World-class new safety regime to ensure a tragedy like Grenfell never happens again.

  5. Providing confidence to the housing market in this area to residents, lenders and surveyors.
